Electrical works professional competency certification requirements & procedures

General procedures requirements :-

  1. Applicants shall fill properly and completely the application from provided the authority. Only copies of necessary documents shall be attached to this form. The applicant must, however, bring original documents for authentication purpose.
  2. Approval of applications for registration is based on the minimum requirements as given below
  3. Foreign documents shall be verified by the ministry of Ethiopian foreign affairs or other proper authorities.
  4. Applicants shall fill properly and completely the application from provided by the authority. Only copies of necessary documents shall be attached to this form. The applicant must, however, bring original documents for authentication purpose.
  5. Educational documents which are different from the Ethiopian educational standard should have a letter of credential issued by the appropriate authority or the ministry of education.
  6. Written and practical examinations will be given.
  7. The applicant will be informed his result the same day as soon as the examinations has been marked.

Area of qualification

Professionals only in the electrical field are eligible for the certification. This includes electrician who received short term training from skill development centers, or who graduated from TVET and other technical schools, electrical engineers, power system engineers and other specialized field of electrical engineering.

Experience

Relevant experience means work experiences at any level in:

  • Installation of power and lighting systems, public and residential building, lighting protection system, electrical installation system and others like security and alarm systems.

Preparation of technical specifications for electrical system and electrical equipment, and any such similar work that requires good knowledge of electrical standards. Manuals cod of practices etc.

Administrative penalty

As per pea regulation No------article-----there will be three levels of administrative penalty.

Level penalty

First level penalty imposes a fine up to 200000 birr for the following offences.

  1. A person who undertake electrical work activities without obtaining certificate of competency from the authority.
  2. A person who has penalized more than two times by committing 2nd level penalty of fences.

Level penalty

Second level penalty imposes a fine up to 80000 birr for the following offences.

  1. Engaging in activities beyond authorized in the certificate of competence issued by the authority or perform below the standard;
  2. Cause damage on life or property of the services user as a result of basic safety and quality problem of the work performed;
  3. Submit incomplete or false report or failure to maintain appropriate documentation in accordance with these regulations;
  4. Intentionally obstruct I or create obstacles in the regulatory activities of the authority; and
  5. Transfer his certificate of competence to a third party.
  6. A person who has penalized more than two times by committing 3rd level penalty offences.

Level penalty

Third level penalty imposes a fine up to 15000 birr for the following offences.

  1. Cause damage on property of the services user as a result of basic safety and quality problem of the work performed;
  2. For not renewing the competency certificate within the specified period of time.

Validity period and renewal of certificate of competency

  1. A certificate of competency shall be valid for two years starting from the date of its issuance
  2. A certificate of competency shall be renewed at least fifteen (15) days before its expiry date by submitting application for its renewal.
  3. Any person whose certificate of competency has not been renewed within the period specified under sub article (2) of this article, may apply for renewal within subsequent 90 days of expiry and the authority may renew the certificate upon payment of penalty fee to be prescribed in a directive.
  4. Any professional who wants to renew his certificate of competency shall produce evidence showing that, within the validity period of the certificate, that he has at least gained three months’ work experience or has participate at least for 16 hours training which has relevance to the certificate issued.
  5. Any certified business organization requests to renew its certificate of competency shall present its professional staff and their respective certificate of competence together with other relevant documents to the authority.

      2. written exam….from 10:00 AM-12:00 AM
      3. practical exam….from 1:30 PM-4:00 PM
      4. certificate issuance…..from 4:15 PM-4:45 PM
